An empty heading is announced as a heading with no text, which is confusing noise.

How to fix it
- Delete it, or put real text in it.
- Empty headings are often left over from a block that was emptied rather than removed, or from an icon block that emits a heading wrapper.
When we might be wrong
A heading whose only content is an image with meaningful alt text is a judgement call and we may miss the label.
